NY Gov. Paterson To Sign Legislation Changing NYPD's Stop And Frisk

NY1 has learned Governor David Paterson will sign a bill making major changes to the New York City Police Department’s so-called stop and frisk database.
The new law will prevent police from keeping a database of names and descriptions of people who are stopped but not charged with a crime.
Under the law, police will no longer be able to compile a list of people they stop and frisk that fit the description in a recent crime if there are no supporting witnesses.
State lawmakers who pushed the bill through say the current stop-and-frisk practices are unfair because police are far more likely to stop young black and Hispanic men than any other group.
Civil rights advocates had criticized the current law because they say it violates privacy.
Mayor Michael Bloomberg and Police Commissioner Ray Kelly were among the most vocal opponents of the legislation, urging the governor to veto it.
"It has proven to be very valuable, as far as our ability to do investigations," said the police commissioner. "I think if that ability is taken away from us it will be a significant blow and may very well result in crime going up. That's the reality. When you're down 6,000 police officers from where you were in 2001, you need every tool in the tool box."
New Yorkers had mixed opinions over the effectiveness of the legislation.
"It has two sides I guess. If it really is helping solve crimes, I guess it makes me feel safer," said one city resident. "But if they are innocent people, they haven't done anything, I think it's unfair to them."
"It's so complicated," said another. "In a way, it doesn't make sense to save the information. But then, what if it could have helped somebody out? I don't know."
